Copyright law is regularly reviewed in order to meet the ever-changing standards. Also there are rumors that illegal iPhone unlock can be true as well. Some earlier decisions can be reversed and there is not possible to jailbreak iPad legal.
iPad jailbreaking has been legal for the last two years which allowed hackers to release tools like Redsn0w to jailbreak iPhone 4S and iPad 2. Electronic Frontier Foundation (EFF) reports that now users are unable to legally hack their devices, including iPad.
iPhone jailbreaking has remained legal, but with some restrictions. Now smartphones purchased after January 2013, will be subjected to the jailbreak only with the permission of the carrier to which iPhone is locked. Jailbreak-use tools for these devices such as Redsn0w, Absinthe, Sn0wbreeze and others will be considered illegal. However all devices which you will purchase before the end of January 2013 you will be able to jailbreak without restrictions.

You have two months that’s why you have to hurry up and unlock iPhone if you need it. I don’t think they are right but this how the way it is. Now you can do one thing.
