How To Fix We’re Unable to Complete Your Activation after iOS 7 Beta Update
On Monday, this week, Apple released the first testing version of the upcoming firmware. But many iPhone users got: “We’re unable to complete your activation error”. This device is not registered as part of the iPhone Developer Program.If you are a member of the Program, please register your device in the iPhone Developer Program Portal” while installing iOS 7 beta, so let’s try to get it working.
The fix is very easy to follow and you don’t need any additional software except the latest iOS 6.1.3 (or iOS 6.1.4 if you are iPhone 5 users). You don’t need neither Redsn0w / Sn0wbreeze nor SHSH blobs.
If you updated your iPhone 5, 4S or 4 in iTunes to iOS 7 beta 1 and see such activation error as on the screen below you will need to kick out your device from recovery mode.

Step 1. If you stuck on recovery mode just use Exit Recovery option using Tinyumbrella that will help you to do it quickly.
Step 2. When you Exit Recovery mode connect your device to iTunes.
Step 3. Follow the instruction on how to complete installation of iOS 7 beta 1 without errors and UDID registration.
Don’t forget that you need first to restore your device to the latest public firmware and then update it to iOS 7 beta using Shift/Option button. So pay attention on Steps 4, 5 and 6.
